Florda prison guard Michael Raymond Riley Jr. murdered Christopher Howell while he was handcuffed. He was removed from his previous department due to his past behavior. HE BROKE A HANDCUFFED MANS NECK WHILE TWO OTHER OFFICERS WATCHED.
