Four-wheel drive enthusiasts are another story that no one has read, and only the traffic men who chase them from one place to another know the articles of the new traffic system, which did not specify the permissible and regular modification than others.
They have their sport, which the world classifies as a sport, and we classify it as irregularities practiced by frivolous and chaotic people. These amateurs have something to say, and despite that, no one listened to them. Okaz opened a space for them to talk to leave the reader with the final verdict. Are they really athletes? Or are they violators of the regulations and should be stopped?
The conversation began with Ahmed Jaber – one of the old practitioners of the sport of modification – and he said: “We do not tamper in the streets or risk people's lives by driving at crazy speeds, and all we do is use our modified vehicles on land and in the tracks designated for that, and in rare times we have to A person to use his modified car inside the city because he does not have another car, but we do not act absurdly that puts our lives and the lives of others at risk.” Stressing at the same time that they have obtained all the necessary licenses from the concerned authorities, “I have a permit from the Saudi Federation of Automobiles and Motorcycles that I am the owner of a car.” Amended, and a license from the Communications Authority to use radios to communicate with each other, and all the parts that are added to the car are purchased from licensed stores in the country, and despite that we are stopped and the car is seized by the traffic and we demand the removal of these modifications, and we wish the Saudi Federation of Automobiles and Motorcycles Communication and coordination with the traffic, and the presence of a few who modified their cars in an unreasonable manner and without legal permits are the ones who distorted our image and the image of the hobby.
Amjad Abu Rizk adds, “There are many four-wheel-drive teams, and they provide a lot of volunteer work, and some of them have contributed to rescue operations during the flood seasons with the civil defense, due to the equipment that our vehicles enjoy, and we also help cars stuck in deserts, but all of these Voluntary work did not help us in developing our sport.
The legal advisor, Attorney Saad Al-Bahouth, explained that what the Traffic Department is doing in terms of seizing those vehicles is not clear from the system. Its color, features, or basic equipment, or lead to an increase in its load or dimensions.
In view of the article and its implementing regulations, we find that it specified the points of prohibition in modification and limited them to changing the color restricted in the driving license, or modification in its features such as changing the original type and this contradicts what was mentioned in the driving license, or any modification in its basic equipment such as engine power or modification in dimensions, and that It also contradicts what was mentioned in the specifications and standards of the car approved by the Standards and Metrology Authority. As for four-wheel drive cars that are properly equipped and do not violate what was mentioned in the aforementioned article, there is nothing to prevent them from being equipped, especially since most of these equipment are already permitted and their import into the Kingdom is legal. In the event of confiscating the vehicle and imposing a fine, it is permissible to object to it and request compensation from the Traffic Violations Adjudication Authority within 30 days.
