Hello, I’m experiencing similar problems, and after researching for a long time I decided to remove the config.ini inside your Aion/bin64 folder. It didn’t fix it, then I changed the name of the aion.bin in the bin32 folder to one that was different, since it came to light that the launcher was trying to launch a 32 bit version instead of 64bit that didn’t work at all and was showing me the same blackscreen after the initial logo.
Though seeing that you maybe had already changed it’s name, and it didn’t work (you did not specify the exact name you were renaming, maybe wrong files? There could be a second issue. I don’t know what the problem is. It worked for me.
I am from the Netherlands and I have about 100 ping with exitlag. It’s fairly playable, and I’m competitive. However, unless you plan on playing for more than 12 hours per day it’s not necessary to worry about that as you’re not competing with top1 percent if that’s the situation.

It’s most likely due to my experience playing competitive games which have an even playing field and where skill is what determines who wins.
