Julio Cesar Morán Ruiz, 36-year-old resident of Baltimore, has been identified as the driver shot by the cop on the i95 this morning.
A Maryland State Police officer shot and killed an allegedly drunk driver who fled a traffic stop on I-95 and dragged the uniform with his vehicle about 2,000 feet on the freeway, authorities reported.
36-year-old Julio Cesar Morán Ruiz and resident of Baltimore has been identified as the driver shot by the cop.
The agent involved received at a hospital trauma center in Baltimore, authorities reported, and was discharged Friday morning. The severity of his injuries is unknown.
The incident investigation caused the closure of I-95 for several hours on Friday. Southbound lanes have been reopened since then.
According to Maryland State Police, the officer was patrolling I-95 at around 2 am in search of drivers under the influence of alcohol in Howard County when he spotted a Ford Escape red van that was ′′ zigzagging ′′ on the northbound lanes.
The officer detained the suspected drunk driver near Route 100 in Elkridge, called for backup and headed to talk to the motorist, police explained. Morán Ruiz showed clear signs that he was under the influence of alcohol when the officer spoke to him through the driver’s side window, police said. The man gave the cop a fake name and refused to get out of the vehicle, authorities said. So get the car going. The officer tried to grab the keys, police say, but the driver accelerated. The uniform was ′′ dragged ′′ by more than a third of a mile on the freeway, yelling at Morán Ruiz to stop, authorities said, as he feared for his life.
While being dragged, the officer grabbed his gun and shot the driver. The car apparently passed through the middle of the road, the officer fell to the ground and was found by another officer.
Howard County emergency personnel declared Moran Ruiz dead at the scene.
Police said they later found several bottles of alcohol and a machete under the driver’s seat. They didn’t find an ID though.
The Maryland State Police Homicide Unit is investigating the shooting, which is a usual procedure. The department’s internal affairs office will investigate the event as will the county prosecutor’s office.
