The UN envoy to Sudan, Volker Peretz, revealed that the civil forces have set objective criteria for selecting the prime minister, expressing optimism that the boycotting blocs will return to the political process. Peretz said in a statement today (Tuesday) that the tripartite mechanism will not interfere in choosing the prime minister, pointing out that a confrontation between the army and the Rapid Support Forces is possible. He said that the reform of the military institution needs more than 6 years, and the integration of rapid support within the army needs more than 5 years.

As the Sudanese parties are close to reaching a final agreement that puts an end to a political crisis that has been going on for a year and a half, a leaked version of the expected agreement revealed that the civil and military parties agreed on a transitional period of 24 months, paving the way for full civil rule, and included details about the government's tasks during the transitional period and its divisions.

Last Sunday, the parties to the political negotiations received the draft final agreement from the Drafting Committee to express their observations on the text within a deadline that expires tomorrow (Wednesday), in preparation for drafting and signing the final draft on April 1, according to the time frame announced earlier.

However, there are some main unresolved items, and the Sudanese newspaper “Sudan Tribune” quoted sources as saying: The first draft did not resolve the structure of the sovereign authority by keeping a sovereign council or a head of state, adding that the matter will be agreed upon during the next two days and included in the final draft. The first draft did not specify the final number of members of the Legislative Council, and only referred to its composition from 150-300 members.

Regarding the appointment of members of the Legislative Council, she mentioned that 25% of the seats in the Legislative Council go to the parties to the peace process, and 75% are named by the political, civil and professional forces that signed the final political agreement and the resistance committees.

Regarding the composition of the government, the draft specified the members of the Council of Ministers as 26 ministers, and required their appointment to be qualified and qualified, and that their age should not be less than 25 years.

The draft agreement included the issues of security and military reform, the peace agreement, the dismantling of the Brotherhood regime, the Eastern crisis and transitional justice, which were the five issues that were discussed separately through five workshops held during the past months.

The military and civilian components signed a framework agreement last December 5, which charts a path towards resolving the political crisis that dates back to 2021.
