The Ministry of Hajj and Umrah has put the final touches to amend some articles of the system of service providers for pilgrims abroad in line with developments and contribute to improving the service provided.
The draft amendment, of which “Okaz” obtained a copy, revealed the deletion of definitions related to the heads of sects and the names of companies. To transform from individual institutions into companies, through their capitalization and governance.
And deletion of the text that every institution of the tawafah and the unified institution of guides should take the form of a (joint-stock company).
The amendment included the offering of shares after five years from the establishment of the companies and not from the entry into force of the law.
The amendment to the system also deleted the text: “The Unified Establishment for Agents and the Unified Establishment for Zamazama must each take the form of a (joint stock company) to provide service to pilgrims.”
Companies are obligated to provide the service for the first three years from the date of their establishment in accordance with that specialization, and during the last two years they may expand their specialization, to include the provision of the service provided by any of the other companies.
The amendment included the penalties of suspension and cancellation for cult-trading companies in the event that they chose to practice the activity themselves.
The text was also amended: “In the event that any of the cult-trading companies and service-providing companies breach their obligations, the Ministry may take all necessary measures to ensure the provision of service to pilgrims, including assigning any other company – licensed – to provide the service, and reverting its value to the violating company.” .
